A major emphasis of the current EMS 2002-2007 Strategic Plan was EMS
system efficiency. In an effor to improve the efficiency of the Criteria Based
Dispatch (CBD) Guidlines, the EMS Division developed custom software to
automate the paper-based software to automate the paper-based CBD
Guidlines. Objectives for the software program include:

*Improved dispatch call processing by creating a user interface with
communications center Computer Aided Dispatch (CAD) systems;
*Enhanced quality improvement activities by capturing detailed call
processing data;
*Improved EMS Division analysis of dispatch trending data.

This project is expected to span two levy periods. Activies conducted
during the current 2002-2007 levy period inclueded Phase I and Phase II of
the project. Phase I developed a stand-alone version of the software that
could be used by dispatch centers that were not heavily reliant upon CAD
systems. Phase I was completed in July 2006. Enumclaw Police and Port of
Seattle Communications currently use Phase I.

Phase II integrated the CBD Guidlines with the Eastside Communications
CAD System. This integratiion was launched in July 2007 and is still being
tested. Eastside Communications processed 42,747 EMS calls in 2006 and
implentation of the intergrated system was a significant project milestone.

Integration of the Port of Seattle, Airport Commuications Center is Phase
III of the project and is scheduled for implementation during the 2008-2013
levy period in the 3rd Quarter of 2008. CAD integration at Valley
Comm is on hold until the purchase of a new CAD system is completed.
